Disposal of undelivered Postal Articles

An undelivered postal article, the addressee of which cannot be found, shall ordinarily remain in the Post Office to which it was addressed for a period of 14 days from the date on which it reached the Post Office, provided that

  1. Articles of which the addresses are so illegible or imperfect that the place of destination cannot be ascertained are at once sent to the Returned Letter Office. Articles which do not bear a definite address or are directed to initials or clearly fictitious names are treated in the same manner.
  2. An undelivered postal article, on which the words, ” Poste Restante”, “To await arrival” or similar instructions have been written, shall remain in the Post Office to which it was addressed (1) for a period of two months from the date on which it reached the Post Office, if the office is a seaport town, (2) for a period of one month in all other cases.
  3. An undelivered postal article shall ordinarily not remain in a Post Office to which it has been re-directed after it has been ascertained that the addressee cannot be found.
  4. Undelivered postal articles mentioned in column “A” of the following schedule will remain at a Post Office for the respective periods mentioned in column B :­
    Kind of parcel Days
    Inland 1. All inland parcels, including value payable, other than those addressed to the Poste Restante 15 days of which the first 5 days free of warehousing charge and the subsequent 10 days subject to warehousing charges
    Foreign 1.All inland parcels, including value payable, other than those addressed to the Poste Restante 15 days in respect of each addressee of which the first 5 days in respect of each addressee free of warehousing charge and the subsequent 10 days subject to warehousing charges

    Note : The sender of a parcel may request its return immediately on expiration of the period during which the Post Office holds it free of warehousing charges. If such action is desired a note to that effect must be prominently superscribed on the parcel.

  5. The warehousing charges shall be Rs.50.00 per parcel for each day it remains undelivered after the expiry of the period during which it is held free of charge.
  6. Accrued warehousing charges on Inland and Indian parcels will not be waived but will be collected from the senders on return of the parcels to them
  7. After the expiration of the respective periods mentioned above any parcel is liable to be returned to the office of origin to be delivered to the sender where such sender may be traced :­
    • in the case of Inland parcels free of return postage but sub­ject to collection of any warehousing charges.
    • in the case of foreign parcels, including Indian, subject to payment of return postage and warehousing charges if any.
  8. An undelivered postal article, of which the addressee has refused to take delivery, shall not be detained in the Post Office to which it was addressed.

An undelivered inland letter bearing the full name and address of the sender, printed or written upon the outside, shall, at the expiration of the period provided for above, be returned direct to the sender unopened without any further charge for postage.

An undelivered inland post card, printed matter, open packet, or newspaper, if bearing on the outside the name and address of the sender, with a request for its return in case of non-delivery, shall, at the expira­tion of the period provided for in Rule 34, be returned direct to the sender charged with a second postage equal to the first.

An undelivered inland post card, printed matter, open packet, or newspaper, bearing on the outside no request for return in case of no delivery, shall be destroyed or disposed of in such a manner as the Post­master-General shall from time to time direct.

Notwithstanding any of the foregoing provisions regarding undeli­vered postal articles, it shall be lawful for the officer in charge of the Post Office to which any postal article containing articles of a perishable nature has been addressed to destroy or sell such articles as soon as it may become necessary to do so. The proceeds of the sale, if any, shall be dealt with as money found in an undelivered postal article.

All postal articles other than those for which special provision has been made in the preceding rules shall, at the expiration of the period provided for above, be sent to the Returned Letter Office.

At Shipping Offices, Lodging Houses, Banks, and premises licensed under the Excise Ordinance

Every postal article addressed to any person at any shipping office or public or private lodging house or bank or premises licensed under the Excise Ordinance and delivered to or received by the person apparently in charge of such office or lodging house or manager of such bank or the licensee of such premises or anyone acting as the servant or agent of such person shall be deemed to be under the control of the Postmaster General until delivered to the person to whom the same is addressed.

If the postal article is not so delivered within two months after the receipt thereof, and if instructions to the contrary have not been received from the addressee, it shall be returned to the nearest Post Office stating the reasons for non-delivery to the addressee.

In the Returned Letter Office

Undelivered inland letters shall be opened and returned, if possible, to the senders, provided that any letter so returned, if it contains anything of value, shall be charged with a registration fee of Rs30.00.

If such letters contain neither the sender’s address nor any enclosure of value, they shall be destroyed. If they contain any enclosure of value the enclosure shall be retained for a period of one year in the Returned Letter Office, and if on the expiration of that period no person has estab­lished to the satisfaction of the Postmaster General his right thereto, the enclosure shall, if money, be credited to the Post Office, and if not, shall be sold, the sale proceeds being credited to the Post Office.

Undelivered inland parcels shall be opened and examined. If the name and address of the senders are ascertained, they shall be returned to the senders free of additional postage.
